Senior Commercial Manager

We are seeking a highly skilled and detail-oriented Pre-Contract Quantity Surveyor with 10-15 years of experience from a reputable cost consultancy background to join our Commercial team (Estimation and Optimisation).
This person will lead the full estimating function for our portfolio of projects. The role requires strong technical expertise, market knowledge, and the ability to produce accurate cost estimates, budgets, and pricing strategies while ensuring alignment with project requirements, design intent, and standards.
Key Responsibilities:

Estimation & Costing

• Prepare detailed cost estimates for our project's portfolio including civil, architectural, MEP, interior, and fit-out works.
  
• Analyze drawings, specifications, and tender documents to develop comprehensive BOQs and cost breakdowns.
  
• Conduct value engineering exercises to optimize cost without compromising quality or design intent.
  
• Lead final pricing strategy for tenders, proposals, and internal budgeting.
  

Pre-Construction & Tender Management

• 
  Review and assess subcontractor/supplier quotations and negotiate competitive pricing.
  
• Develop tender packages and coordinate with procurement teams.
  
• Conduct risk assessments and prepare commercial clarifications.
  
• Ensure all estimates align with project standards and material specifications.
  

Cost Control & Market Research

• Maintain up-to-date knowledge of market rates, materials, and construction methodologies.
  
• Create and update cost databases for materials, finishes, and specialist items.
  
• Collaborate with finance and project teams to ensure accurate budget tracking.
  

Coordination & Communication

• Work closely with design, engineering, procurement, and project management teams.

  Provide cost advice during design changes, material substitutions, and design development phases.
  
• Present cost summaries and reports to senior management for decision-making.
  

Team Leadership

• Manage junior QS and provide guidance on estimating best practices.
  
• Ensure accuracy, quality, and consistency across all estimation submissions.
  

Requirements

• Bachelor's degree in civil engineering, Quantity Surveying, Construction Management, or related field.
  
• 10+ years of experience in estimation, preferably with developers or a reputed cost consultancy.
  
• Strong knowledge of construction materials, finishes, and modern building systems.
  
• Proficient in estimation software, AutoCAD, MS Excel, and relevant tools.
  
• Excellent analytical skills, attention to detail, and commercial acumen.
