Job Description
Job Purpose:
To oversee the end-to-end welfare, recruitment, and payroll processes for factory workers, ensuring their well-being, fair compensation, and legal compliance. The Welfare Officer plays a critical role in creating a productive, safe, and legally compliant workplace that meets both organizational goals and workers rights.
Key Responsibilities:
1. Worker Welfare
- Ensure all statutory welfare facilities (canteen, first aid, crche, drinking water, sanitation, and restrooms) are properly maintained.
- Organize regular health heck-ups, safety training, hygiene awareness, and wellness programs for workers.
- Handle worker grievances, mediate disputes, and maintain a positive relationship between workers and management.
- Conduct welfare assessments and ensure continuous improvement of worker satisfaction and conditions.
- Coordinate worker engagement activities such as sports days, cultural events, and motivational workshops.
2. Recruitment of Workers
- Assess workforce needs in coordination with production and HR teams.
- Source and recruit skilled/unskilled workers through employment exchanges, training institutes, and local community networks.
- Conduct interviews, skill assessments (e.g., stitching, finishing), and finalize worker on boarding.
- Organize induction programs covering factory rules, safety, and welfare facilities.
3. Payroll Management
- Process and verify attendance, overtime, and leave records for accurate wage calculation.
- Prepare and disburse monthly payroll in compliance with Minimum Wages Act and other relevant laws.
- Manage statutory deductions and contributions (ESI, EPF) and ensure timely submissions to authorities.
- Distribute wage slips and educate workers on payroll components, deductions, and benefits.
- Maintain payroll records and support labour inspections or audits.
Statutory Compliance
- Ensure adherence to the Factories Act, 1948, Minimum Wages Act, Payment of Wages Act, ESI Act, EPF Act, and other labour laws.
- Maintain and update all statutory registers related to employment, wages, and welfare.
- Coordinate with labour departments and external stakeholders during inspections or audits.
Qualifications & Experience:
- Graduate/Postgraduate in Social Work, HR, Labour Welfare, or a related field. MSW/MBA in HR/IR
- Relevant experience in a garment/textile manufacturing unit handling recruitment, payroll, or worker welfare.
- Knowledge of local labor conditions, laws, and industrial relations.
Key Skills:
- Strong interpersonal and counselling skills.
- Familiarity with payroll software
- Working knowledge of statutory labour compliances.
- Proficient in Hindi and preferably local dialects
Desirable Attributes:
- Empathetic, approachable, and fair.
- Proactive in addressing worker needs and workplace improvements.
- Community outreach or NGO collaboration experience is a plus.
