Job Description

Job Objective - Controls and ensures the timely, accurate and qualitative manning of all BS Cruise vessels, according to the vessel type requirements, contractual agreements, and client requirements, in order to support the effective operation of SMC vessels, by organizing, guiding and utilizing the resources available at his disposal in the selection of the most suitable candidates to support the vessels smooth and efficient operation.
Support SMCs strategic goals
Participates in the development of the SMCs short- and long-term strategic objectives and goals, so as to enhance the compliance of the SMCs operations with the BSMs goals.
Assisting in monitoring trends and analyses the data from the local and regional market and provides Management with the required information and analysis for the development of plans and actions that will support the enhancement of companys market competitiveness
Is fully aware of local market wages and remuneration packages for seafarers, proposes salary and benefit packages to Management and FPD to increase the market competitiveness of BSM Cruise and to enhance the loyalty and commitment of the Seafarers.
Management of vessels Human Resources
Reviews the crewing related contractual agreements of the SMC and identifies the current and/or future crew manning needs Informs the Crew Service Centres (CSC) regarding the manning requirements in order to ensure the timely and qualitative provision of seafarer candidates.
Monitors and controls the effective recruitment of all vessels according to the processes and quality standards of BSM Cruise, while ensures that all recruitment activities are performed in accordance with all applicable International and National rules and regulation as well as with internal and customer related requirements.
Ensures that the relief/rotation planning of seafarers is organized in a (cost) efficient manner and timely communicated to all parties involved.
Cooperates with the SMCs to identify and understand their expectations to seafarers and develops Agency agreements with the SMCs to provide a framework for their corporation.
Ensures that the successful completion of all training courses is followed up.
Searches the market to identify potential sources of skilled seafarers and builds relationships with local and regional agencies, marine schools and other marine associations to promote BSM cruise as an employer of choice and increase the pool of competent candidates. Where required Agency Agreements with 3rd party Agencies are being concluded.
Ensures the effective and efficient execution of agreed selection processes to identify suitable seafarers for BSM Cruise
Controls and guides the negotiations with seafarers regarding their remuneration packages to provide the right seafarers at appropriate cost and supports the effective management of vessels operational cost.
Initiates actions to improve the public image of BSM Cruise in the local community and to the families of seafarers to enhance the brand name of BSM Cruise as an employer of choice and improve employees loyalty.
Loss prevention
Is up to date with companys LPSQ Policies and Procedures and supports their effective implementation through the provision of adequate training and coaching.
Identifies areas for improvement and proposes training courses to increase the awareness of seafarers concerning the potential sources of accidents.
Development of relationships and Problem solving
Reviews and analyses all issues identified or reported from the Fleet Personnel Officers, LPSQ and Marine Superintendents regarding the vessels personnel behaviour and skills.
Maintains and promotes mutually beneficial relationships with clients. Follows up on customer complaints and rectifies non-compliance by implementing corrective measures.
Effective operation of the Department
Reviews and is up to date with the local employment laws and regulations, informing the Fleet Personnel Department to initiate changes in employment contracts and company procedures where required.

Monitors the efficient operation of the department, identifying areas for improvement and proposing modifications, in order to enhance the efficiency and cost effectiveness of all operations and compliance with the local rules and legislation.
Supports the execution of external and internal audits to vessels, providing all the required information to the auditors. Monitors and follows up on the audit findings and implement appropriate corrective and preventive actions.
Ensures the development and submission of analytical reports concerning the effectiveness and quality of the recruitment activities of the department to the Management in agreed, regular intervals using PAL.
Oversees implementation of new office/computer technologies including but not limited to PAL modules
Ensures the CSCs compliance with Maritime Labour Convention and ISO 9001: 2015 standards.
Management of resources
Develops, submits and monitors the accurate execution of the Office budget, identifies cost saving opportunities and initiates corrective actions in case of deviations in order to ensure compliance with set targets.
Coordinates, coaches and motivates his staff through appropriate training, development and management of performance, proposes salary progression for shore staff in accordance with the performance shown, targets reached, and expectations met by the employees.
Ensures that staff have the appropriate knowledge, skills and support that will help them perform effectively and contribute to the achievement of the departments desired short and long-term objectives.

Job-Specific Skills:
- Very good knowledge of the vessels crew requirements and seafarers specifications
- Knowledge of the local market dynamics both for demand-supply situation, and also for demographics of maritime labour-supplying countries
- Exposure in the development of collective agreements and employment contracts
- Extensive experience in recruitment, training and development methodologies
- Strong knowledge of the seafarers rights and maritime labour law, including the MLC, STCW
- Knowledge of the maritime legal framework e.g. employers obligations, recruitment prerequisites, insurance, etc.
- Excellent people management skills
- Advanced communication skills
- Strong organisational abilities
- Fluency in English
- PC literacy
Education and Qualifications:
- Bachelor degree or Certificate in Maritime or relevant field
Work Experience:
- At least 3 years of hands-on work experience as Master, Chief Engineer or Chief Officer and/or 6 years in a Marine related office environment in a crew personnel supervising role
