General Summary:
The Head of Data Analytics is responsible for the strategic direction, overseeing, initiating and managing activities of personnel in Data Analytics. The Head of Data Analytics will use relationship building and influence to work with key leaders and stakeholders to prioritize analytics requirements, establish dashboards and KPI reporting to support and influence business decisions. This person will be a member of the leadership team responsible for managing and working across complex cross-functional projects and teams to support data analytics at DART. The Head of Data Analytics will use relationship building and influence to work with key leaders and stakeholders to prioritize analytics requirements, establish dashboards and KPI reporting to support and influence business decisions. This role will require someone who is dedicated to analytics, with the ability to create simplicity within a complex operational environment to help move the business forward.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Creates and manages DART Enterprise dashboards, key reporting, and business decision support information.
  • Manages a team of data analysts.
  • Creates actionable analytics to lead the business to new opportunities.
  • Collaborates with key internal groups, including applications, Technology operations, and PMO, to ensure the production of KPI reporting and dashboards.
  • Ensures that the business in its various departments understands its own data health, finds growth levers, and identifies opportunities for optimization.
  • Leads, mentors, and manages the activities of managers and individual contributors.
  • Creates and maintains best practices, standards, and procedures to meet operational objectives.
  • Evaluates current state tooling and new trending tools and techniques for creating actionable analytics.
  • Leads special projects as required, often involving the coordination of a cross-functional team.
  • Provides 5-star customer service and meets Agency service level agreements (SLA).
  • Perform other related duties as assigned.
MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:
  • Bachelors degree from an accredited college or university in Information Management, Computer Science, or related field.
  • Ten (10) years of experience in an information analytic environment or related environment, covering both Big Data reporting and Complex Event Processing responsibilities in technical, analyst, and management roles.
  • Five (5) years of experience managing professional staff within complex IT organizations.
  • Knowledge of budget development/analysis and operational cost factors.
  • Proficiency in PC software applications, including Microsoft Office or other related software applications.
  • Required to work variable hours, including emergency response outages, and able to perform work from remote locations as needed.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • The ability to analyze, model, and interpret data.
  • Understanding of programming languages, such as SQL, and Oracle.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers.
  • Gets first-hand customer information and uses it for improvements in products and services.
  • Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  • Ability to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

WORKING CONDITIONS: Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DARTs operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
