Job Description

The Business Risk Manager provides full leadership and supervisory responsibility. Provides operational/service leadership and direction to team(s). Applies in-depth disciplinary knowledge through provision of value-added perspectives or advisory services. May contribute to the development of new techniques, models and plans within area of expertise. Strong communication and diplomacy skills are required. Generally has responsibility for volume, quality, timeliness of end results and shared responsibility for planning and budgets. Work affects an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family. Full supervisory responsibility, ensuring motivation and development of team through professional leadership to include duties such as performance evaluation, compensation, hiring, disciplinary and terminations as well as direction of daily tasks and responsibilities.
Responsibilities:

  • Partners with the team on all new or modified processes to review through the appropriate governance routines and launch with adequate controls which can be monitored and reported.
  • Ensures internal reviews and external examinations are well managed with clearly evidenced controls.
  • Provided support of assigned business area by attending and participating in business meeting routines to provide control related updates to the team and learn about any new initiatives the team will need to support.
  • Pro-actively identifies emerging risks and assists the control team with resolving control gaps and issues and helps to create corrective action plans, inclusive of root cause identification and resolution.
  • Ad hoc control / audit related requests as needed.
  • Actively focus on process improvement, creating efficiencies, and ensuring proactive approach and partnership to audit management
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firms reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • 5+ years of relevant experience
  • Outstanding leadership, communication, and influencing skills as this leader will work with Sr leaders, and audit partners on a regular basis. Relevant experience in financial services, with enhanced knowledge of the Branded Cards business preferred.
  • Project management and governance experience with demonstrated ability to achieve and exceed critical milestones.
  • Must have ability to foster working relationships with other leaders across multiple lines of business and with support organizations including auditors and regulators.
  • Demonstrated judgement and critical thinking skills.

Education:

  • Bachelor’s/University degree or equivalent experience

Wholesale Credit Risk (WCR) is managed by Cheryl Boucher, Chief Risk Officer (CRO), who reports directly to Citis CRO, Zdenek Turek. Wholesale Credit Risk specifically manages the portfolio of institutional clients (ICG) and products activity generated by Capital Markets Origination, Corporate and Investment Banking, Markets and Securities Services, Private Banking, Commercial Banking and Treasury and Trade Solutions. In addition, WCR manages the portfolio of Citi Commercial Bank (CCB) as well as Global Wealth Management (GWM).

This new role is part of the Wholesale Credit Risk (WCR) organization. Within WCR, the Independent Risk Quality Assurance - Wholesale Credit Risk (IRQA-WCR) function verifies that established standards and processes are followed and consistently applied. WCR Management uses the results of the quality assurance reviews to assess the quality of the group’s policies, procedures, programs, and practices as relates to wholesale lending. The results help management identify operational weaknesses, risks associated with the function, training needs, and process deficiencies.

The Global Head of IRQA-WCR reports results of Quality Assurance Reviews (QARs) to management of the respective in-scope portfolios, Independent Risk, and critical partner stakeholders and regulators. The Global Head is supported by Function Heads, who set global strategy, and lead the implementation and global delivery of a robust QA function for their respective specialist areas within the WCR portfolio.

The current role of IRQA-WCR Officer (IRQAO) reports directly to the Function Head for Regional Credit/ Financial Institutions and Counterparty Credit/ Special Assets.

Key Responsibilities:

  • Support the IRQA-WCR Function Head in executing the global strategy and ongoing delivery of a robust Quality Assurance function in accordance with the coverage universe.
  • Support with the aim to ensure wholesale credit risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite and all policies and processes established within the risk governance framework.

·The IRQAO-WCR assists in the execution of the IRQA-WCR Program, including:

  • Consistent and objective assessments during execution of routine and complex QARs, including assisting IRQA-WCR Function Heads in the sampling process as necessary
    • Reviewing every sampled item to independently assess the quality of credit memo using the Quality Assurance scripts/checklist, providing effective credible challenge during QARs to Accountable Executive(s) and Portfolio Leads of the in-scope portfolios, as regards to the quality and completeness of credit underwriting processes, to ensure that weaknesses in such processes are identified and escalated as appropriate.
  • Sending draft observations to business contact, after performing each individual review pointing deficiency encountered
  • Making decisions on failing or not failing, based on clarification received
  • Informing review results to business contact. Resolving disagreement if any by setting up calls
  • Uploading the final QA response, maintaining complete QAR documentation in QA Database.
  • Supporting QA Function Head on preparation of Monthly Exceptions Report and quarterly QAR Reports for the senior management/QAR closing meetings
  • Assisting in creation of, and providing feedback on, or updates to, new and existing IRQA-WCR assessment document templates and other templates used in the IRQA-WCR Program, including test scripts
  • Assist in subsequent follow-up on corrective actions that were raised during QARs

  • Assist the IRQA-WCR Function in the establishment and maintenance of robust policies, procedures, risk assessment and controls to drive effective QA coverage and standards
  • Provide ongoing guidance and coaching to IRQA-WCR staff, IRQA - WCR Guests and to staff of portfolios being subjected to the QA process
  • Support IRQA-WCR Function Head in staying abreast of relevant changes to rules/regulations and other industry news including regulatory findings.
  • Support the Global Head of IRQA-WCR on internal projects and initiatives
  • Support IRQA-WCR Voice of the Employee (VOE) initiatives
  • Travel (less than 10%)

Qualifications/Experience/Skills/Competencies:

  • Bachelor’s degree in Finance/Accounting, or any other related subject
  • 4-5 years in banking, credit risk management, internal audit, loan review or quality assurance review function at an investment or large commercial bank.
  • Understanding of Wholesale Credit Processes, and organizational awareness of covered portfolios, and processes
  • Understanding of risk management and controls frameworks related to corporate/counterparty credit risk management or another financial risk discipline, past experience in problem credit assessment and risk mitigation is a plus
  • Understanding of the markets and lending wholesale credit risk covered processes, to evaluate findings within the Quality Assurance process, determine materiality, and partnering with in-line makers and checkers for ongoing improvement, problem detection, and sustainable remediation
  • Good background on core credit analysis for large corporate and finance industries to properly evaluate process and quality breaks within the quality assurance function
  • Ideally, credit officer or analyst or operational credit risk background, with experience on day-to-day credit functions associated with analysts and risk approval.
  • Understanding of QA policies and procedures with the ability to execute change seamlessly.
  • Awareness and adherence to the control environment including Quality Assurance and Quality Control.
  • Evolving interpersonal skills, with the ability to build relationships and exert influence with and without direct authority
  • Good organizational skills with ability and willingness to work under pressure and manages time and priorities effectively
  • Clear written and verbal communication skills, with the ability to communicate clearly and concisely to audiences of varying levels of seniority
  • Intermediate Microsoft Office (Word, Excel, and PowerPoint) skills
