Job Title: IT Project Manager
Duration: 2+ Year Project
Location: Phoenix, AZ
Work Type: Hybrid (5 days on-site during ramp-up/training, then 2 days per week on-site)

About the Role

The IT Project Manager will coordinate, lead, and implement IT projects while ensuring efficiency, effectiveness, and adherence to best practices. This role supports a Technology Bureau by aligning with organizational goals and focusing on high-quality project execution across large-scale, cross-functional teams. The position demands experience managing complex initiatives and the ability to maintain control over project scope, budget, and timelines.

Key Responsibilities

• Lead and coordinate project teams (typically 6+ members), including internal stakeholders and external vendors.

• Manage cross-functional groups, including senior leadership and subject matter experts.

• Maintain effective communication and collaboration with internal/external stakeholders.

• Drive implementation of IT projects using standard project management practices.

• Develop detailed project documentation (charters, proposals, work breakdown structures, project plans).

• Allocate and monitor project resources, managing risks and resolving issues.

• Track complex, multi-million-dollar project budgets, including vendor oversight.

• Generate regular reports and communicate project status to stakeholders and executive leadership.

• Ensure vendors meet contract terms and deliverables.

• Manage project records and financial documentation (e.g., timecards, invoices).

• Support procurement processes, vendor negotiations, and contract accountability.

• Ensure change control and quality standards compliance.

• Communicate effectively with stakeholders at all levels, including preparing updates for executive committees.

Must Haves (Required)

Education:

• Bachelor s degree in Business, Computer Science, Information Technology, or related field.

Experience:

• Minimum 3 years managing IT projects or performing IT business systems analysis from planning through completion.

• Equivalent combination of relevant education and experience (evaluated on a year-for-year basis).

Other Requirements:

• Valid Arizona driver s license or ability to obtain it by time of hire.

• Must pass a background check prior to employment.

• On-the-job training may include FEMA NIMS IS-100/700, payroll systems, and internal compliance courses.

Nice to Haves (Highly Desired)

• Master s degree in Business Administration or IT-related field.

• 7+ years of experience managing complex projects.

• Experience with large-scale software and infrastructure projects.

• Proven ability in deploying COTS (Commercial Off-the-Shelf) and SaaS solutions.

• Familiarity with Agile methodology and managing Agile teams.

• Experience in system upgrades and release management.

• Background in Organizational Change Management (OCM).

• Experience in the criminal justice domain.

• PMP (Project Management Professional) certification or equivalent.
