Job Description

JOB OBJECTIVE:

The Senior Accountant, Budgeting & Planning is responsible for preparing, reviewing, consolidating, and analyzing DET's budgets to ensure accuracy, compliance with financial regulations, and alignment with organizational priorities. The role provides technical guidance and financial insights to departmental teams, supports informed decision-making, and contributes to effective financial planning, reporting, and regulatory compliance.

KEY ACCOUNTABILITIES:

Core Functional Responsibilities & Subject Matter Expertise

  • Provide guidance to departmental management on budget templates, processes, and timelines.
  • Review budgets submitted by DET business and ensure completeness, consistency, and compliance with organizational standards.
  • Consolidate departmental budgets into a DET-wide budget, validating assumptions and data before submission for management, and DoF approval.
  • Support business units in clarifying and correcting budget information where needed.
  • Monitor expenditures against approved budgets and assist departments in financial tracking.
  • Prepare periodic reports on budget performance, highlighting deviations and providing analytical insights.
  • Conduct forward-looking analysis to estimate budget needs based on utilization trends, providing guidance to departments to ensure compliance.
  • Review and assess requests for budget modifications, validating requirements and providing advice for approvals.

  • Ensure adherence to all financial rules, regulations, and policies at local and federal levels.
  • Prepare and review financial statements and management reports in line with reporting requirements.
  • Coordinate with external auditors to provide requested documentation and support the preparation of external audit reports.
  • Review risk and audit reports, identifying opportunities to strengthen financial compliance.
  • Assist in preparing financial reports and statements for submission to regulatory bodies and the Executive Council.
  • Serve as a technical advisor to departments and business owners on budgeting and financial matters.
  • Attend meetings with the DoF, and other stakeholders as required to discuss budgets and related issues.
