We are currently seeking an experienced professional to join our team in the role of Manager - Sanctions Level 3 Transaction Screening

The Opportunity:

  • The role holder is responsible for the completion of Sanctions investigation activities supporting Regions / Countries globally Sanctions Alert Adjudications team.
  • The role holder will investigate Level 3 (L3) Sanctions alerts for payment / trade / securities. Their role is to determine whether the alert is a True Match or a False Positive by following the L3 Centre of excellence (CoE) Transaction Alert Adjudication Procedures. Alert adjudication must be completed within agreed deadlines.
  • The role holder is responsible for the accurate recording of all decisions taken and escalation of all True Matches to the relevant Country Sanctions Officer / Advisory function.
  • The role holder is responsible for accurate and timely recording of information required to produce ongoing Operational and Strategic MI.
  • They will support the second line of defence oversight of sanctions risk through the application of the Sanctions Adjudication activities.

Impact on the Business:

  • The role holder contributes to compliance function with HSBC Policy, external Sanctions regulations applied Globally and oversight of compliance with local Sanctions regulation at Country level through:
  • Fulfilling and executing required Global level alert adjudication
  • Following L3 CoE Transaction Alert Adjudication Procedures on the decision making of False Positives and Potential True Matches that have reached Level 3
  • Effectively support the Sanctions Level 3 CoE Manager in the achievement of their management responsibilities
  • Providing subject matter expertise to the implementation of globally led Sanctions change initiatives within Globally and more specifically within Level 3 CoE Alert Adjudication team
  • Act as the initial escalation point for issues raised by Country Sanctions Officers or colleagues from the Lines of Business.

Policy adherence:

  • Ensure full adherence to L3 CoE Transaction Alert Adjudication Procedures, including but not limited to related Sanctions Guidance and Operating Procedures
  • Support Level 3 CoE Manager in identifying Sanctions themes and trends
  • Where identified escalate Sanctions breaches in the appropriate manner to the required escalation point
  • Timely escalation of confirmed True Matches to Country Sanctions Officers / Advisory functions.

Fulfilling screening and alert investigation activities:

  • Assist Head of Centre of Excellence with the periodic review of the Sanctions Standards with regards to procedures, risk based approaches and Quality Assurance
  • Working alongside Level 3 CoE Manager, identify opportunities for efficiencies / continuous process improvement.
  • Ensure clarity and accuracy when providing information to team members and other stakeholders
  • Work to agreed deadlines and expected productivity levels
  • Ensure that all work is completed within agreed SLAs, with appropriate escalation and mitigating actions for items not meeting SLAs.

Customers/Stakeholders:

FC Function/second line of defence:

  • Work closely with Level 3 CoE Manager to provide assistance in working with the Financial Crime Compliance (FCC) Monitoring & Testing function and FCC Assurance to ensure effective deployment of system and procedural changes as required.
  • Third line of Defence:
  • Support senior management in engagement with internal audit by supplying information in a timely and accurate manner as required and requested

Leadership & Teamwork:

  • Support the delivery of the Global strategy for the Centre of Excellence function
  • Ensure development activities are a core priority and ensure reasonable time is taken for learning and developmental activities
  • Develop positive and professional working relationships with all team members and colleagues
  • Foster positive and professional working relationships within CoE and key stakeholders
  • Set personal example in demonstrating commitment to teamwork
  • Demonstrate courageous integrity to challenge behaviours or decisions
  • Able to multi-task and re-prioritise activity depending on the changing demands of the team

Typical KPIs and Targets

  • Non-compliance with the Policy is communicated, reported and escalated to the appropriate audience in a timely and sensitive manner
  • All alert cases (false positive / True Matches) have full and accurate documentation to support the decision that is completed in a timely manner within agreed timescales
  • True matches are escalated in the correct manner and within agreed timescales
  • All reporting activity is completed error free and on time
  • Alert Adjudication root cause analysis is completed

    All alerts are managed within agreed SLA’s and any missed SLA’s are fully documented and evidenced

Major Challenges (The challenges inherent in the role that require a continual test of the role holder’s abilities)

  • The investigation of complex and high risk Sanctions alerts across the Globally
  • The role holder will be required to work in a complex risk environment and will be expected to adapt accordingly

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)

  • The nature of the role requires close working contact with colleagues across FC Function and interaction with others across the group
Requirements

What you will need to succeed in the role:

  • Risk professional with experience in one or more risk compliance roles
  • Knowledge of Sanctions regulations / guidance and their application to Sanctions alert adjudication (preferred)
  • Knowledge of SWIFT / ISO messages (preferred)
  • Knowledge of banking products and services including global trade instruments (preferred)
  • Lateral thinker with an ability to interpret and solve complex issues
  • High level of English language skills
  • Working knowledge of Microsoft Office applications
  • Ability to adapt to change and provide input where necessary
