State Level Technical Manager

Role Purpose
The State Technical Manager will be responsible for handling technical due diligence and property evaluation for secured lending cases across the state. The role involves assessment of collateral properties, verification of technical feasibility, legal-technical coordination, valuation review, risk identification, and ensuring compliance with internal technical policies and regulatory guidelines.
The incumbent will work closely with business, credit, legal, valuation agencies, and operations teams to ensure timely and quality processing of loan proposals.
Key Responsibilities
Technical Evaluation & Property Assessment
- Conduct technical assessment of collateral properties for small ticket LAP
- Review property documents, approved plans, layouts, maps, and construction status.
- Verify property usage, occupancy, access, marketability, and construction quality.
- Assess property risks including encroachments, deviations, unauthorized construction, and location-related risks.
- Ensure property compliance with municipal and local authority norms.

Vendor & Valuation Management
- Coordinate with empanelled technical agencies and valuers.
- Review technical reports and valuation reports submitted by external vendors.
- Ensure consistency, accuracy, and quality in vendor reports.
- Monitor turnaround time (TAT) and vendor performance.
Credit & Risk Coordination
- Support credit teams in evaluating technical feasibility and collateral quality.
- Highlight technical risks and provide mitigation recommendations.
- Participate in discussions with business and credit teams for complex cases.
- Ensure adherence to technical underwriting policies and risk parameters.
Portfolio Monitoring
- Conduct post-disbursement property audits and construction progress monitoring.
- Support portfolio reviews for high-value and delinquent accounts.
- Assist in identifying fraud indicators and early warning signals.

Stakeholder Management
- Liaise with business teams, legal teams, operations, and external agencies.
- Provide technical guidance to branch and regional teams.
- Handle escalations related to technical evaluation.
Desired Candidate Profile
- Bachelor's degree in Civil Engineering / Architecture.
- 8-15 years of experience in technical evaluation within Banks, NBFCs, HFCs, or valuation firms.
- Strong understanding of secured lending products and collateral assessment.
- Experience in handling state-level operations and multiple locations.
- Knowledge of municipal approvals, land records, property laws, and valuation practices.
- Ability to identify technical and property-related risks.
- Strong analytical and stakeholder management skills.
