Job Title: IT Procurement Specialist

Location: Dubai, UAE

Job Summary

We are seeking a technically proficient and strategically capable IT Procurement Specialist with a strong academic background in Procurement/Supply Chain or a technical field such as Engineering or Computer Science. The role involves managing end-to-end IT procurement processes, negotiating vendor contracts, assessing technical compatibility, and ensuring compliance with organisational standards.

Key Responsibilities:

• Develop and implement IT procurement strategies aligned with business objectives.
• Conduct market research to identify suppliers and emerging technologies.
• Manage procurement of hardware, software, cloud services, and IT consulting.

Vendor Management

• Evaluate and select vendors based on technical and commercial criteria.
• Negotiate contracts, SLAs, and licensing agreements.
• Monitor vendor performance and maintain long-term relationships.

Technical Evaluation

• Collaborate with IT teams to understand requirements.
• Assess solution compatibility, scalability, and integration.
• Participate in technical reviews and pilot testing.

Compliance & Risk Management

• Ensure adherence to internal policies and external regulations.
• Mitigate risks related to data security, licensing, and vendor reliability.
• Maintain procurement documentation and audit trails.

• Support IT budget planning and forecasting.
• Identify cost-saving opportunities through strategic sourcing.

Qualifications:

• Master's degree in Procurement/Supply Chain, Computer Science, Engineering, or related field.
• Minimum 5 years of experience in IT procurement or a technical function.
• Strong understanding of IT systems, cloud platforms, licensing, and cybersecurity.
• Experience with procurement tools such as Oracle Fusion, SAP Ariba, or Coupa.
• Strong negotiation, analytical, and stakeholder management skills.
• Preferred: CPSM certification.
