Program Manager - Unified Data Hub Project

Key Responsibilities :
Role Summary :
The Project Manager leads the Programme Management Unit (PMU) and is responsible for end-to-end coordination, project governance, monitoring, stakeholder engagement, risk management, and delivery assurance for the Unified Data Hub project.
Key Responsibilities :
A. Programme Planning & Governance :

- Prepare and maintain the overall Programme Implementation Plan (PIP).
- Establish governance structures and ensure compliance with the approved architecture, standards, and processes.
- Act as the single point of contact between the nodal department and all stakeholders (technical, administrative, vendor teams).
B. Monitoring & Reporting :

- Track progress across all Unified Data Hub workstreams (data, schemes, services, governance, IT, procurement).
- Maintain PMO dashboards, progress reports, and decision logs.
- Facilitate weekly review meetings with departments, vendors, and leadership.
C. Stakeholder Management :
- Coordinate with all departments, boards, agencies, and implementation partners.
- Handle escalations, inter-department dependency resolution, and approval cycles.
D. Quality Assurance & Risk Management :
- Maintain a structured risk register and mitigation plan.
- Ensure adherence to timelines, deliverables, and quality standards.
- Review technical, legal, and procurement outputs before final submission.
E. Budgeting & Resource Management :
- Track project expenditure, budget utilization, and financial projections.
- Ensure resource availability, role clarity, and team productivity.

F. Documentation :
- Prepare and maintain project documents (DPR, RFP, Project Budget, Scope Architecture, Technical and non-Technical Documents)
Experience & Skills :
- 5 to 8 years of experience in IT project management. Mandatory experience in 2 or more government projects for Unified Data Hub.
- Strong experience in data platforms, analytics ecosystems, or enterprise-scale IT systems.
- Hands-on experience managing multi-vendor, multi-department projects.
- Strong understanding of data governance, APIs, integration frameworks, and cloud-based architectures.
- Excellent stakeholder management, communication, and documentation skills.
- Ability to work in a high-governance, policy-driven environment with strict timelines.
Desirable Experience :
- Experience with Unified Data Platforms, Data Lakes, or State/National Data Hubs.
- Prior exposure to Digital India / State Digital Initiatives.
- Preferable familiarity with GIS, AI/ML, or advanced analytics use cases in government.
