Manager - Learning Architecture & Capability Development

Role Overview:
We are looking for an experienced Learning and Development professional to manage the strategy, governance and delivery of enterprise learning and capability-assessment programmes.
This is not primarily a training-content creation or classroom-delivery role. The position focuses on Learning Needs Analysis, skills identification, capability assessment, audience segmentation, delivery prioritisation and alignment of workforce-development initiatives with business priorities.
Key Responsibilities:
- Oversee enterprise learning-delivery operations and capability-assessment activities across different business functions.
- Align learning priorities and workforce capability requirements with business strategy.
- Define learning and skills requirements for frontline, operational, leadership and corporate employee populations.
- Lead enterprise and leadership Learning Needs Analysis to identify capability gaps and prioritise development initiatives.
- Establish governance, processes and standards for needs analysis, audience segmentation and learning-delivery prioritisation.
- Use learning analytics, workforce capability insights and skills-trend analysis to support data-driven decision-making.
- Collaborate with learning-design teams, Digital HR, HR Business Partners and external vendors.
- Develop effective and scalable learning-delivery models for diverse employee populations.
- Measure programme effectiveness through performance metrics, stakeholder feedback and operational KPIs.
- Drive continuous improvement and innovation through digital tools, automation and AI-enabled learning solutions.
- Lead and develop the learning-delivery and capability-assessment team.
Candidate Profile:
- 9+ years of experience in enterprise Learning and Development, Learning Architecture, Organisation Development or capability assessment.
- Strong expertise in Learning Needs Analysis and skills-gap assessment.
- Experience aligning learning and skills strategies with business objectives and workforce-transformation programmes.
- Strong understanding of learning operations, audience segmentation and scalable learning-delivery models.
- Experience working with enterprise learning technologies, Learning Management Systems, Digital HR platforms or skills-intelligence solutions.
- Ability to use learning metrics, workforce analytics and insights to improve programme effectiveness.
- Strong vendor-management experience.
- Experience supporting frontline, operational, leadership and corporate workforce groups.
- Familiarity with automation and AI-enabled learning solutions would be advantageous.
- Strong stakeholder-management, consulting and communication skills.
