JOB PURPOSE
  • The Sr. IT/OT Engineer is responsible to ensure the technical assurance & compliance of the CONTRACTOR to the COMPANY’s specific discipline scope, specifications, respective governing codes & standards & industry best practices. Roles & responsibilities includes leading reviews & approvals of discipline related documentation (secure COMPANY technical authority approval for Class 1 documents), participation in discipline progress meetings with Contractor counter-part, Planned design review sessions, review & resolution of discipline specific Technical queries, verification of discipline specific concession requests (as applicable) & provide input (approval or rejection) with justification.
  • Support Procurements activities & relevant documents review & approvals, VENDOR documents review, physical inspection as required.
  • Support Construction & commissioning activities by involvement in respective Discipline inspections & punch listing activities as applicable for release of respective certifications (DAC/MC,,etc.)
  • Verification of Final discipline specific Documentation & Database at handover & confirm completeness & correctness.

Job Specific Accountabilities
Technical Assurance
  • Technical Integrity: Verifying & achieving technical Integrity of respective project deliverable(s) in compliance with:
ü Legislation and Regulatory Commitments
ü International Codes and Standards as listed in project documentation
ü Basis of Design
ü Contracts, annexures and FEED design
ü BGS, ADNOC and BOROUGE specifications
  • Technical Audits: Engage in &/or lead Technical audits (Discipline specific) to verify & ensure compliance to specifications &/or industry best practices.
  • Technical/Design Reviews: Participate in all planned design reviews requiring discipline input. Ensure CONTRACTOR compliance to Project design basis, specifications, design requirements & industry best practices.
  • Review & approval: review & approval of discipline specific engineering documents, assign respective review codes, follow up on other disciplines involved in the document review to ensure timely release of the review cycle, consolidate all review discipline comments, verify its validity & as required address them with issues/concerns over the comments to reach a resolution before sending the consolidated review comments to CONTRACTOR, Verify CONTRACTOR’s resolution of all comments
  • Monitors CONTRACTOR’s overall compliance & engineering quality, provides necessary feedback for observations, deviations & areas of improvements (Preventive/Corrective actions) in the Project Quality system
Performance
  • Competency: Deliver the discipline scope in the quality & efficiency expected from the role competencies, experience & technical skills.
  • Productivity: Maintain the engineering documents review plan (Productivity of > or= 1)
  • Performance assessment: The two above parameters in addition to a set of individual KPI’s will be assessed on regular frequency (mid-term review & final term review) the outcome shall be fed back to the individuals, clearly identifying areas of improvement (as applicable)
Engineering Change Management
  • Review of discipline specific Concession requests issued within the CONTRACT, validate the basis of the request & its impact on technical integrity & justification, prior to requesting endorsement from Technical authority.
  • Monitoring & ensuring that discipline specific design change management is being carried out for all respective engineering changes with proper multidiscipline impact assessment & the same is registered & controlled (as & when required).
General
  • Maintain regular meetings with discipline counterpart for timely discipline activity coordination & problems resolution as applicable.
  • Communicate discipline specific updates/areas of concern on regular basis to the package engineering manager & to other disciplines within the package.
  • Maintaining time records & timely submission of time sheets for approval
  • Timely input into engineering leave planner & subsequent submittal of leave (after aligning a handover & a deputy during the leave period).
  • Address technical conflicts & disputes with Counterpart (CONTRACTOR) in a professional & systematic manner, relevant to governing specifications/codes & actual situation.

  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices
MIS and Reports
  • Provide input to reports and statements, including technical and management reports, related to the project from an engineering perspective to meet Project requirements, policies and standards.

  • Package Engineering Manager “Direct reporting line”
  • Other Functional Disciplines within the package (Process, Construction, Commissioning, Interface, Project Management & Project Control) “Cross function coordination”
  • ETS Engineers “Technical Authority”/BOROUGE/ADNOC IT

External
  • Plant Operations/Maintenance “Through Site Support team”
  • Other OPCO’s “Through interface team”
  • Other Company’s (Ex. TRANSCO, Etisalat etc.) “Through Interface team”
  • Other Packages “Through interface team &/or regular Engineering Management meetings”
  • CONTRACTOR “as per Project communication protocol”

Qualifications, Experience, Knowledge & Skills
Minimum Qualification
  • Bachelor’s degree in IT/Electronics Engineering (or Equivalent) required;
  • Must be fluent in English language (Written & Spoken).
Minimum Experience & Knowledge & Skills
  • Relevant experience of years of discipline in specific experience with also relevant years of experience on major Oil & Gas projects. Relevant years of similar Role in EPC/PMC organization.
  • GCC Projects experience, UAE Projects experience is preferred
  • Site based experience, brown field work is a plus,
  • Through knowledge of industry governing codes & standards,
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks.
System/skills And Experience With Some Of The Below
  • Microsoft Server and Active Directory – basic design and deployment
  • Typical IT environment services and systems e.g., DHCP, Printing, Email, DHCP, Backup, SAN, VDI etc.
  • Typical IT environment Hardware and Software e.g., DELL Servers, Microsoft OS (not limited to)
  • VMWare/Nutanix software, appliances – design and deployment
  • Data centre design experience
  • Network Switches (LAN) and Routers (WAN)
  • Network Admission Control and Network Management
  • Firewalls and Security equipment (inc. software-based firewalls)
  • VoIP Telephony
  • Wireless networking (802.11)
  • Access Control Systems
Highly Desirable Skills/Experience
Any Operational Technology skills and experience with systems and software/application development in relation to any the following:
  • Laboratory Information Management Systems (Sample manager)
  • Batch Tracking Systems (Aspentech APRM)
  • Online Polymer Analysis (Aspentech)
  • Sigmafine Mass Balance Modelling
  • Gate Automation Systems
  • Site Logistics systems (WinCC preferred)
  • Experience with RTIMS/PI highly regarded

WorK Condition
Physical Effort
  • SITE OFFICE:
ü Mostly office work during which the job holder is operating computer for most of the time
ü Frequent meetings & team collaboration efforts is expected,
ü Regular tours in Construction site are expected,
ü Work schedule is 6 days X 10 hours “Min. 60 working hours/week”,
Work Environment
  • SITE OFFICE:
ü Work within the PROJECT Site office in Ruwais in an air-conditioned office (Temporary site offices)
ü Frequently, exposed to the prevailing site weather and hazards in Construction Site/existing plant in Ruwais when attending the site.
ü As required, undertakes business trips to Borouge’s Offices in Abu Dhabi.
