Group NOC Systems Manager

Location: Dubai, United Arab Emirates

Key Responsibilities

As Group NOC Systems Manager, you will be responsible for:

• Designing and implementing an optimised NOC structure with clear governance and measurable KPIs across operating companies.
• Ensuring effective use and adoption of NOC processes (SAR, PMWO, SWO, FDWO, FCWO, TT) across regions.
• Leading the integration of OSS, RMS, and telemetry data to create unified command and control visibility.
• Managing alarm lifecycle standards including implementation, testing, and change control.
• Ensuring accurate root-cause analysis (RCA) data capture and workflow automation in ServiceNow.
• Driving development of the Integrated Command & Control Platform and Workforce Management tools.
• Overseeing Power Uptime (PUT) reporting, reconciliation, and customer SLA compliance across all markets.
• Managing supplier relationships (Huawei, Nokia, etc.) to ensure efficient system connectivity and performance.
• Standardising NOC documentation, training materials, and competency frameworks.
• Leading initiatives to improve the performance and accountability of regional NOCs and field teams.

Requirements for the Role

To succeed in this role, you will have:

• A degree in Engineering, Project Management, or a related discipline.
• Minimum 10 years experience in NOC operations, with at least 5 years in a leadership capacity.
• Proven experience managing operations across multiple regions, ideally in Africa and the Middle East.
• Strong technical understanding of OSS, RMS, ServiceNow, and digital automation systems.
• Ability to drive process standardisation and operational excellence across diverse teams.
• Excellent communication, analytical, and problem-solving skills.
• Fluency in English and French.
