Senior Associate – Special Projects
Position Summary-
This role will lead the rollout and scale-up of the Swasthya Mitra Programme and related Common Service Centre (CSC) initiatives across assigned districts – securing government support, onboarding SHG networks and CSC Village Level Entrepreneurs (VLEs), and delivering agreed programme and CSC milestones. It is a senior, independent field leadership role.

Key Responsibilities-
1. Programme Planning & Rollout
    • Build and execute district- and circle-level implementation plans aligned to programme strategy and timelines.
    • Identify priority districts, blocks, clinics, SHG networks and CSCs for rollout, and translate targets into field milestones.

    • Build working relationships with the Collector/District Magistrate, CDO, CDMO and other district authorities.
    • Liaise with ORMAS, OLM, Mission Shakti, the State Rural Livelihood Mission and CSC e-Governance Services (State and District teams).
    • Secure convergence, permissions and institutional support, and represent the programme in government reviews and forums.
3. Community Networks & Swasthya Mitra Onboarding
    • Identify and engage suitable SHGs, Clusters and Federations through structured engagement plans.
    • Select and onboard Swasthya Mitras against defined criteria and maintain a pipeline to support expansion.
    • Define Swasthya Mitra roles, responsibilities and a time-bound action plan, and recommend incentive and retention models.
4. CSC Engagement & Deliverables
    • Identify, onboard and activate CSCs and VLEs as last-mile delivery and referral points for programme services.
    • Own CSC deliverables – centre onboarding, VLE training and activation, service uptake, referrals and agreed transaction targets.
    • Ensure CSC processes, reporting and compliance requirements are met, and resolve operational issues with CSC counterparts.
5. Training & Field Supervision
    • Plan induction and refresher training for Swasthya Mitras and CSC VLEs, and develop training content and SOPs with the Head (Programme).
    • Conduct regular field visits across districts, clinics, SHG networks and CSCs to monitor implementation.
    • Identify gaps, drive timely corrective action, and mentor field teams and community stakeholders.
6. Performance, Reporting & Scale-up
    • Track targets, milestones and KPIs through district- and circle-level review mechanisms.
    • Prepare progress reports, dashboards and management updates with evidence-based recommendations.
    • Document learnings, success stories and best practices for replication across geographies.
    • Identify new districts and partnerships and develop scale-up plans with programme leadership.
Key Performance Indicators (KPIs)

    • Mapping: Timely, quality mapping of clinics, community networks and CSCs in assigned districts.
    • Government Engagement: Effective, sustained relationships with district and State-level stakeholders.

    • Swasthya Mitras: Number identified, trained and active against target, with roles and action plans in place.
    • CSC Deliverables: CSCs/VLEs onboarded and active; service uptake and referrals through CSCs against target.
    • Training & Field Execution: Planned training and field reviews completed on schedule; issues resolved promptly.

Desired Qualifications & Experience
    • Postgraduate degree in Development Studies, Rural Management, Social Sciences, Public Health, Management or a related field.

    • Hands-on experience with SHG networks and State Rural Livelihood Missions (ORMAS/OLM/Mission Shakti) preferred.
    • Experience with CSC e-Governance Services, CSC/VLE networks or similar last-mile digital service channels, including delivering CSC-linked targets, strongly preferred.
