Job Description

Head - Payroll, Compliance & HR Operations

:


Job Purpose :
The incumbent is expected to lead the Payroll, HR Budgeting, HR Operations and Compliance portfolio. S/he will lead and oversee Payroll, Statutory Compliance, HR Operations, HR Shared Services, and governance across the organization to ensure accurate payroll delivery, regulatory compliance, audit readiness, operational efficiency, process automation, and superior employee experience while supporting the organization's growth agenda.
Principal Accountabilities :
1. HR Budgeting & Monitoring :
- Prepare the annual HR budget for DMI Finance & other entities including its monthly/quarterly review and monitoring.
i. Gather data on hiring projections and potential cost allocation of resources.
ii. Prepare HR Budget and resource plan to optimize resources w.r.t. business forecast.
iii. Monitor the actual HR cost periodically to track adherence to the budget.
- Drive the Group Shared resources cost allocation and analysis.

- Build SOP keeping in mind the regulatory guidelines.

- Share the monthly HR cost related to monthly P&L inputs of Consumer, MSME & support functions.


2. Payroll Governance & Compliance Administration :
- Own end-to-end payroll operations across all group entities.

- Deliver monthly payroll on time with 100% accuracy and statutory payments to respective authorities within deadline.


- Ensure accurate and timely processing of monthly payroll, incentives, reimbursements, bonus pay-outs, arrears, Full & Final settlements, and statutory deductions.
- Establish robust payroll governance, controls, and reconciliation mechanisms.
- Ensure 100% compliance with payroll calendars and service level agreements.
- Review and approve payroll outputs, bank files, statutory payments, and management reports.
- Drive continuous improvement in payroll processes and employee service delivery.
- Perform payroll validation activities like G2N validation, net pay, previous to current, input v/s output, bank file etc.
- Drive employee experience improvements across HR service delivery touchpoints.
- Gather market intelligence on progressive practices to mobilize the implementation of any change that comes in the salary/ wage code as per companys decision.
3. Statutory Compliance Control & Monitoring :
- Oversee end to end responsibility of all new statutory changes implementation in payroll system accurately.
- Validation of year end forms and ensure company filing is completed accurately within timeline.
- Ensure full compliance with applicable labour laws, wage regulations, and social security legislations.
- Oversee compliance relating to PF, ESIC, PT, LWF, Bonus, Gratuity, Shops & Establishments, CLRA, Maternity Benefit Act, and other applicable regulations.
- Lead statutory filings, inspections, notices, assessments, and regulatory interactions.
- Ensure readiness for labour, payroll, statutory, internal, and external audits.
- Monitor regulatory developments and implement changes across payroll and HR operations processes.

4. Policy Management on HRMS & Attendance, Leave & Payroll module :
- Prepare, review, and monitor all the policies changes relation to the profile.
- Establish and maintain HR operational SOPs, policies, controls, and governance frameworks.
- Own HRMS, payroll systems, workflow governance, and data integrity.
- Drive automation, digitization, and process simplification initiatives.
- Partner with IT and vendors for system enhancements and integrations.
- Ensure data governance and reporting accuracy across HR platforms.
5. Database & File Management :
- Oversee the payroll and compensation module of the HRMS (Human Resource Management System)
- Supervise to enable the up-keep of all HR employee files to ensure that they are complete in all aspects.
Qualifications & Work Experience :
- Minimum Qualification required : Masters Degree/Postgraduate in HRM
- Minimum 10 years of experience in payroll, compliance and HR Operations
- Other soft skills/competencies :
i. Strong analytical and problems solving skills.
ii. Effective organization and time management skills, with ability to work under pressure and adhere to project timelines.
iii. Functional expertise in Employment Ordinance and other related legislations.
iv. Ability to establish effective working relationships with the business and internal stakeholders.
v. Proficiency in MS Excel, Power point, MSOffice, Word.
