EY - Senior Consultant/Manager - Government Healthcare PPP Strategy

Role Overview:
As a Senior Consultant or Manager in the Government Healthcare PPP Strategy team, you will lead the design and implementation of complex public-private partnership models within the healthcare sector. You will work closely with government stakeholders, policy makers, and private investors to structure projects that improve healthcare delivery and infrastructure accessibility. Your day-to-day involves conducting deep-dive financial analysis, drafting concession agreements, and advising on project viability to ensure that healthcare initiatives are both fiscally responsible and socially impactful. You will act as a bridge between public policy objectives and private sector execution, ensuring seamless project lifecycle management from conceptualization to financial close.
Key Responsibilities:
- Develop robust financial models to evaluate the feasibility of healthcare infrastructure projects and assess long-term project viability for government clients.
- Structure complex PPP frameworks by analyzing risk allocation, revenue models, and contractual obligations to ensure balanced outcomes for both public and private partners.
- Conduct comprehensive market research and competitive analysis to provide strategic recommendations on healthcare service delivery models.
- Lead the preparation of detailed project reports, bid documents, and tender evaluations to facilitate transparent and efficient procurement processes.
- Engage with senior government officials and private sector stakeholders to manage expectations, resolve project bottlenecks, and ensure alignment with national healthcare goals.
- Monitor project performance metrics and provide ongoing advisory support to optimize operational efficiency and service quality throughout the project lifecycle.

Required Skillset:
- Demonstrated expertise in financial modeling and project finance, with the ability to build complex models from scratch to support investment decision-making.
- Proven experience in healthcare consulting, specifically in navigating the nuances of government-led healthcare initiatives and PPP frameworks.
- Strong analytical capabilities to synthesize large datasets into actionable strategy, supported by a clear understanding of public sector procurement and regulatory norms.
- Exceptional communication and stakeholder management skills, with the ability to present complex technical findings to high-level government officials and executive leadership.
- A Masters degree in Business Administration, Public Policy, or a related field from a premier institute, complemented by 5 - 10 years of relevant professional experience.
- Ability to thrive in a high-pressure, client-facing environment, with the flexibility to work on-site in Delhi NCR as required by project demands.
