Organizational Context
About The IFRC
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worlds largest humanitarian network, with 191-member National Societies. IFRC has its Headquarters in Geneva; five regional offices in Africa (Nairobi), the Americas (Panama), Asia Pacific (Kuala Lumpa), Europe (Budapest), and MENA (Beirut); and country and cluster delegations across all five regions.
About The Office Of The Internal Audit And Investigations
IFRCs Office of Internal Audit and Investigations (OIAI) comprises two teams: audit (internal audit and external audit coordination) and investigations. OIAI provides independent assurance and investigation services to IFRC.
The OIAI team is based across three locations (Geneva, Budapest, and Delhi). To ensure independence, the Director of OIAI has a dual reporting line to the Secretary General and the Audit and Risk Commission.
OIAIs investigations team responds to instances of misconduct; owns IFRCs whistleblowing system (Integrity Line) and its intake function; carries out prevention activities; and provides training and capacity building on investigations, intake, audit, assurance, and integrity topics, to IFRC and its members.
Job Purpose
With the support of the Investigations Manager and Senior Investigator, the Investigator (Qualified) contributes to delivering individual investigation assignments and tasks and leads basic end-to-end investigations.
Investigations Delivery
Job Duties and Responsibilities
  • With the support of the Investigations Manager, contribute to the delivery of investigations assignments and tasks, including gathering evidence, carrying out interviews, and drafting reports.?
  • Ensure assigned investigations are delivered to time and quality.?
  • Contribute to post investigation reviews into control failures.?
  • Support the work of OIAIs internal and external audit team, as directed by the Head of Investigations.?
Build effective relationships across IFRC and provide value-adding advisory services:
  • Contribute to the delivery of OIAI advisory activities, with guidance from the Investigations Manager.
  • Provide training and workshops to IFRC teams on assurance and integrity topics.
Job Duties And Responsibilities (continued)
Act as an effective and inclusive team member:
  • Maintain relevant professional qualifications and complete the required continued professional development (CPD).
  • Role model IFRCs values and principles in day-to-day operations. Proactively work to create a safe and inclusive environment.
Deliver OIAIs annual appeal activities and provide technical support to the membership:
  • Contribute to the delivery of OIAI annual appeal activities.
  • Provide training and workshops to National Society teams on assurance and integrity topics.
Education
University degree

Association of Certified Fraud Examiners/equivalent qualification

CHS IQTS/CHS tier three qualification
Internal audit (CIA, PIIA, CMIA) /equivalent (ACCA, IRM etc)
Experience
At least two years of professional experience in administrative investigations
Experience of evidence gathering and interviewing
Experience in working for a humanitarian, charitable or not-for-profit organisation.
International experience Prior international experience in investigations will be considered an asset.
Knowledge, Skills and Languages
Fluent spoken and written English.
Good command of another IFRC language (Arabic, French, or Spanish)
Knowledge of global good practice on investigating fraud, corruption & sexual misconduct
An understanding of administrative investigations and administrative case law (e.g. ILO AT)
An understanding of fraud, corruption, and sexual misconduct prevention and controls
Ability to gather, analyse, and evaluate facts, and prepare and present concise oral and written reports.
