Job Description

Job Title : State Coordinator


Number of Positions : 1


Responsibility Summary:


The Unique Identification Authority of India (UIDAI) has appointed the Department of

Electronics and Information Technology, Government of Chhattisgarh as the Registrar for

Aadhaar enrolment and update services in the state. The primary responsibility of the Registrar is to ensure that Aadhaar-related servicessuch as enrolment, demographic and biometric updates, and other associated functionsare carried out accurately, effectively, and in a timely manner, in compliance with the guidelines issued by UIDAI. The Department of Electronics and Information Technology has designated the Chhattisgarh Infotech Promotion Society (CHiPS) as the Enrolment Agency. CHiPS play a key role in the successful on-ground execution of Aadhaar services. Its main responsibilities include:

  • Implementing Aadhaar enrolment and update services across the state.
  • Ensuring efficiency, transparency, and adherence to UIDAI standards in the enrolment process.
  • Training and certifying enrolment operators and supervisors.
  • Monitoring and inspecting enrolment centres to ensure compliance.
  • Addressing grievances related to Aadhaar enrolment and updates.
  • State Coordinator will be working on Aadhaar projects and will ensure monitoring and ensuring timely completion of task assigned, in coordination with different stakeholders. State Coordinator must demonstrate knowledge of critical thinking, and problem solving & consultation.

Duties and Responsibilities


The role of the State Coordinator is to ensure that the strategic and organizational objectives as well as the values of CHiPS are put into practice.

The candidate should be an outcome-oriented executive, capable of leading the creation of an

energizing the institutional, human and technical capacities necessary to realize the unique and ambitious ICT agenda of the State.

The candidate should fulfill the mandatory requirements listed below and should embody rich

combination of the requirements listed as desired.


Mandatory:


Educational qualification BE/B.Tech. or equivalent Degree/MCA or equivalent Degree/MBA or equivalent, recognized by or under the regulations etc. of relevant regulatory body, obtained upon successful completion of studies (excluding studies in distance education mode) as a regularly enrolled student; in respect of degrees or diplomas awarded abroad, candidate should submit relevant details establishing equivalence with the above qualification, and the decision of the Selection Committee regarding the acceptability of such qualification as equivalent qualification shall be final.


Requisite skills & Experience:

  • 8+ years experience in Extensive exposure to e-Governance frameworks, digital identity programs, and public service delivery models.
  • Preference will be given to candidates with experience in 4 or more years of e-Governance projects especially related to Aadhaar or its allied services. Candidate must have technical knowledge of AUA/KUA, Data Vault and related services.
  • Preference to hands-on implementing Aadhaar Authentication and Enrollment services under UIDAI.
  • Proven ability to lead large cross-functional teams (20+ members), including district

coordinators, field staff, and technical support personnel and government department for Aadhaar Authentication based services.

  • Hands-on experience with Aadhaar Authentication & enrolment and update processes

(AUA/KUA & Sub-AUA/Sub-KUA, ECMP, UCL).

  • Practical knowledge of data security, Aadhaar Authentication/e-KYC processes, and Aadhaar enabled services.
  • Experience in preparing and delivering presentations, status reports, and escalations to senior stakeholders.

Key Responsibilities & :

  • Liaisoning with UIDAI Regional Office and CHiPS for guidelines, reporting, and compliance.

  • Aadhaar Authentication & Enrolment Services for CHiPS as Authentication User Agency

(AUA) & Enrolment Agency (EA) and Registrars in the state for smooth implementation.

  • Ensure continuous technical and official operation related to Aadhaar Authentication across UIDAI, ASA, AUA & Sub-AUA departments and Enrolment and Update across districts Aadhaar Centres through district coordinators and EDMs.
  • Monitoring performance of Aadhaar Sub-AUA Authentication and Enrolment centres through Aadhaar team deployed at district/division level
  • Manage and Co-ordinates to Organize Authentication Service training for Sub-AUA Departments & Aadhaar Enrollment training programs for enrolment operators, supervisors, and verifiers as per UIDAI standards.
  • Technically Manage & Co-ordination for the development of Operator Aadhaar Service Portal Use CHiPS (Admin), UIDAI dashboards and MIS tools to monitor saturation report, enrolment/update progress.
  • Support Aadhaar Authentication integration to Sub-AUA Departments under CHiPS (AUA).
  • Management to Address complaints and grievances related under CHiPS Aadhaar services portal to Aadhaar enrolment/update through proper escalation and resolution mechanisms.
  • Ensure strict compliance with UIDAI data security protocols for CHiPS (AUA) and its Sub-AUA Departments.
  • Coordinate with district administration, municipal bodies, panchayats, and schools for operational and administrative support.
  • Conduct periodic reviews and inspections of Aadhaar Sub-AUA Departments and state and district team and centers.
  • Take corrective action against Sub-AUA/EAs or/and state and district team or/and operators for violations.
  • Support Aadhaar seeding and authentication for delivery of state welfare benefits (e.g., PDS, scholarships, pensions, etc.)
  • Ensure all activities are conducted in accordance with the latest UIDAI circulars, advisories, and policy documents.

Team Management Responsibilities:

  • Manage a decentralized team at state, division, and district levels.
  • Ensure clear reporting hierarchy and task delegation.
  • Conduct regular review meetings and performance assessments.
  • Maintain a roster of trained, UIDAI-certified operators and supervisors
  • Ensure accountability and discipline among field staff.
  • Handle re-deployment and quick resolution of staffing gaps.
