Job Description

  • JOB TITLE: TALENT ACQUISITION SPECIALIST
  • Position Overview
  • Responsible for managing the end-to-end recruitment lifecycle for Hafeet Rail, from sourcing and attracting
  • qualified candidates through to offer and onboarding. This role plays a key part in meeting workforce readiness
  • targets, supporting Emiratization and Omanization objectives, and ensuring a positive, efficient, and compliant
  • recruitment experience for hiring managers and candidates alike. The Talent Acquisition Specialist will work closely
  • with the Head of Human Resources and hiring managers across the business to build and maintain a strong talent
  • pipeline.
  • Roles and Responsibility
  • Manage the end-to-end recruitment lifecycle, from job requisition and approval through to offer,
  • onboarding, and induction.
  • Partner with hiring managers across Hafeet Rail to understand workforce requirements and translate
  • them into effective sourcing strategies.
  • Source candidates through multiple channels, including LinkedIn, job boards, recruitment agencies,
  • employee referrals, and career fairs.
  • Conduct initial screening interviews and coordinate technical and panel interviews with hiring
  • managers.
  • Manage the candidate pipeline and maintain accurate, up-to-date records in the Oracle recruitment
  • system.
  • Prepare and extend offers of employment, negotiating terms within approved salary bands and grading
  • structure.
  • Support Emiratization and Omanization recruitment targets, and track and report progress against
  • national workforce objectives.
  • Build and maintain relationships with recruitment agencies, universities, and relevant government
  • entities to strengthen the talent pipeline.
  • Ensure full compliance with UAE /Oman Labour Law and Hafeet Rail HR Policy throughout the
  • recruitment process.
  • Coordinate pre-employment formalities, including reference checks, medical fitness, and visa processing
  • in coordination with the PRO team.
  • Prepare recruitment reports and metrics for management, including time-to-hire, cost-per-hire, and
  • source effectiveness.
  • Support employer branding initiatives, including participation in career fairs and university engagement
  • activities.
  • Maintain and update job descriptions in coordination with hiring managers and the wider HR team.
  • Coordinate onboarding logistics for new joiners, including equipment, system access, and induction
  • scheduling.
  • Desirable qualifications, skills and experience
  • Academic Qualifications:
  • H0000-HHR-JD-00018
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Professional Qualifications:
  • Knowledge and understanding of UAE / Oman Labour Law.
  • CIPD or equivalent professional HR certification is preferred.
  • High level of affinity to and experience with recruitment/HRMS platforms, ideally also with Oracle.
  • Experience:
  • No less than 3-5 years proven experience in talent acquisition or recruitment, ideally within
  • infrastructure, rail, aviation, or a similar large-scale project environment.
  • Demonstrated experience managing full-cycle recruitment, from sourcing through to offer and
  • onboarding.
  • Other Skills:
  • Strong sourcing, networking, and candidate assessment skills.
  • Ability to work independently and manage multiple requisitions simultaneously.
  • Strong attention to detail and commitment to producing accurate and high-quality work.
  • Customer oriented, approachable and strong interpersonal skills.
  • Excellent organization, time management and problem-solving skills.
  • Excellent MS Office skills in particular Excel (advanced).
  • Excellent written and verbal communication skills.
  • Ability to speak and write in English is required.
  • Ability to speak and write in Arabic is preferred.
