About the Practice
KPMG Indias Public Financial Management (PFM) practice supports Central and State Governments in modernizing public services through strategic advisory, public finance reforms, and digital transformation. The practice works across sectors such as transport, urban development, water, justice, and public finance to enable efficient governance, fiscal sustainability, and improved citizen outcomes.
Role Overview
The Public Financial Management professional will support government clients in strengthening financial governance, budgeting systems, revenue frameworks, and fiscal decision making, supported by data, analytics, and digital platforms. The role is functional and advisory in nature, with exposure to finance transformation initiatives rather than system operations only.
Key Responsibilities
- Support Central/State Government departments in strengthening Public Financial Management (PFM) systems and frameworks.
- Assist in budget preparation, execution, monitoring, and financial reporting.
- Conduct financial analysis, forecasting, fiscal assessments, and debt sustainability analysis.
- Design and support implementation of reforms in taxation, municipal finance, and revenue enhancement systems.
- Develop and manage MIS reports, dashboards, and analytics tools for financial decisionmaking.
- Support preparation of RFPs, policy notes, concept papers, and technical reports for government clients.
- Lead or support digital finance transformation initiatives (e.g., Oracle Financials, ERP, HRMS) as a functional/finance SME, not as a purely technical developer.
Qualifications:
Education:
- Graduate or Postgraduate in Finance, Economics, Commerce, Public Policy, Engineering, Data Science, or related disciplines.
- Preferred Qualifications: CA, CMA, MBA (Finance) / PGDM, M.A. (Economics), M.Com.
- B.E./B.Tech., MCA, M.Stat.
Certifications (Preferred)
- PMP / PRINCE2 (for Project Management roles)
- Data Analytics tools: SQL, Python, R, Power BI
- Oracle Financials / HRMS (Functional Consulting exposure)
Experience Requirements
- 5 to 12+ years of relevant experience (role and level dependent).
Preferred Experience
- Working with Central/State Government departments, PSUs, or multilateral agencies.
- Exposure to GST, indirect taxation, municipal revenues, or budget reforms.
- Experience in IT/ICTenabled public finance transformation projects.
- Familiarity with government accounting systems, fund accounting, fiscal regulations, and compliance frameworks.
