Job Description
Our client, a social services organization in Oakland, is looking for a talented HR Manager to join their dedicated team on a full-time basis. The HR Manager plays a critical role in ensuring compliance with all federal, state, and local employment laws while overseeing the full spectrum of human resources functions across the organization. This includes leading recruitment and onboarding processes, managing employee relations and performance review systems, administering the ESOP program, and cultivating employee engagement and retention strategies for both corporate and field teams.
Given the close interconnection between HR operations and client services, particularly through the direct, in-person work of employees, the HR Manager ensures these functions remain aligned to provide seamless, high-quality service. This role reports directly to the Chief Operating Officer (COO) and provides direct supervision to the Talent Manager, HR Specialist, and HR Generalist.
This is a salaried, exempt position requiring regular in-office presence (4 days per week), with flexibility for one remote workday. Occasional evening and weekend work may also be necessary to meet organizational demands. The salary range for this role is $95,000 - $115,000 annually plus benefits.
RESPONSIBILITIES:
- Ensure company policies and supervisory practices comply with federal, state, and local employment regulations.
- Manage complex HR matters such as corrective actions, disciplinary processes, and terminations.
- Conduct thorough investigations into employee complaints, including harassment or discrimination.
- Resolve HR-related conflicts and escalate concerns when necessary.
- Deliver HR services and communication fluently in both English and Spanish.
- Provide bilingual assistance with onboarding, performance issues, and employee grievances.
- Collaborate with client service teams to address scheduling, payroll, and employee timekeeping issues.
- Address escalated client complaints and partner on handling incident reporting.
- Participate in resolving serious service incidents and maintaining high standards of care.
- Oversee end-to-end recruitment, ensuring consistency in job postings, messaging, and hiring practices.
- Maintain updated interview protocols, job descriptions, and onboarding templates.
- Review background and reference checks, assist with final hiring decisions.
- Lead performance review cycles, ensuring fairness, consistency, and compliance with compensation benchmarks.
- Provide training to managers on performance evaluation and feedback best practices.
- Develop and implement strategies to enhance employee engagement and retention.
- Foster company culture around ESOP ownership and provide staff education on the program.
- Coordinate with the ESOP trustee and Accounting team on distributions and plan management.
- Serve as a key liaison for ESOP-related concerns among staff.
- Manage compliance throughout the full employee lifecycle.
- Oversee workers compensation claims, EDD procedures, and overtime approvals.
- Maintain accurate personnel records, timecards, benefits documentation, and dispute resolution logs.
- Ensure timely approval of timesheets and payroll accuracy.
- Provide HR support for audits, legal matters, and organizational reporting.
- Stay current on employment law and HR best practices through professional resources like SHRM, CalChamber and other resources.
QUALIFICATIONS:
- Bachelor s degree in Human Resources, Business Administration, or a related field., preferred; work history considered.
- 5 10 years of progressive HR experience, preferably in a supervisory capacity.
- Professional Bilingual fluency in English and Spanish, both written and verbal.
- Strong Proficiency in Microsoft Office (Outlook, Word, Excel, SharePoint, PowerPoint).
- Exceptional interpersonal, communication, and customer service skills.
- Strong organizational, problem-solving, and decision-making abilities.
- Cultural competence and the ability to work effectively with diverse populations.
- Ability to manage sensitive issues with professionalism and discretion.
- Willingness to travel up to 3 nights/ month for off-site meetings or conferences.
- SHRM certification (SHRM-CP) strongly preferred.
- Ability to pass a live-scan background check

PHYSICAL REQUIREMENTS:
- May be tasked with lifting, carrying, pushing or pulling up to 25 lbs., if able to do so.
- Must be able to sit for prolonged periods of time and walk/stand for moderate periods of time.
- Must be able to bend at the knees and waist frequently
- Must be able to repetitively use a telephone and a computer mouse and keyboard.
